The Joint Select Committee on Deficit and spectrum auctions. 

Rather than all 535 members of the House and Senate take on politically-charged spending choices, Congress designated a proxy group of 12 equally divided between Republicans and Democrats and representatives and senators.  The committee is to close a $1.5 trillion budget deficit using revenue enhancements and spending cuts. One proposal is to auction 120MHz of broadcast TV spectrum to benefit the U.S. Treasury although the Congressional Budget Office scored the auction as raising a meager $6.5 billion toward the deficit.  Lost in this are the policy implications of reclaiming 40 percent of TV spectrum and whether the nation really faces a �looming spectrum crisis.�
